Auto-revert commits when the number of failures exceeds a reasonable number, not just bang builders

      For example: SERVER-72675 caused BF-28592 (according to the fix ticket SERVER-76743) and 900+ failures have quickly piled up unnoticed.

      This class of failure should be reverted automatically, without regard to what builder it occurs on, as it is a nuisance to the build barons trying to triage BFGs.
