Only clear shard filtering metadata before releasing the critical section in collmod participants

      Collmod participants are currently forcing a metadata refresh before releasing the critical section. Since everything is happening in the same phase, it can possibly happen the following:

      1. Clear filtering metadata
      2. Release critical section
      3. Stepdown/up
      4. Repeat steps starting from (1)

      In that case, metadata would be forcibly refreshed
