Major - P3 The goal of this ticket is to explore the idea of the recipient shard of a migration waiting for the tasks submitted to the ShardServerCatalogCacheLoader to be locally committed before starting to clone the user's data.
Recipient shard doesn't wait for the collection version to be locally persisted before starting the cloning phase
