      Summary

      Swift Server Working Group recently put a new Metrics API into the sandbox stage and not long before that published a logging API.

      These are intended to be standard APIs used throughout server-side apps and libraries to provide a consistent logging and metrics experience.

      We should integrate our logging and metrics (APM) code with these packages.
