Release Database Tools 100.9.4 and update go version to 1.20.12

      Release Database Tools 100.9.4.

      OM 6.0.21 is being released on December 15th. To support that release, we will need to upgrade the golang version, because 1.20.11 contains security vulnerabilities. We expect that golang will to a security release in the first week of December, and we'll want to build a new version of the tools with 1.20.12 and release. We'll also need to verify that the released tools are on the right go version.
