Summary

This covers all work needed to have the tools fully support disagg clusters, including testing.

We have some code we can use to manually test against disagg clusters, but this does not run in CI. We want to test with these clusters in CI. This should include:

Running our existing integration tests against a DSC cluster.
Running passthroughs with various DSC/ASC combinations:
- DSC -> DSC
- ASC -> DSC
- DSC -> ASC
