      This was used by the PHP driver to configure SSL on streams according to the PHP environment's SSL options. With the Native TLS implementations complete (CDRIVER-749) this will be less useful. We can remove mongoc_client_set_stream_initiator and perhaps all the other public stream APIs in 2.0.
