mongoc-stream-tls-private.h is broken on master

      On master of the c driver, mongoc-stream-tls-private.h is included from mongoc-stream-tls.h and is missing a BSON_BEGIN_DECLS at the top (there's an unmatched END_DECLS at the bottom)

      This is breaking anyone including mongoc.h with a C++ compiler
