We use strcasecmp a fair amount in mongoc and therefore have a quick windows-workaround for it in src/mongoc/mongoc-util-private.h.

libbson has couple of uses for strcasecmp now to, so it makes sense to unify these all in libbson.

To that end, we should create bson_ascii_strcasecmp()
