Produce Debian packages from CMake build

      In order to support generation/building and testing of distribution packages (i.e., .deb and .rpm) in Evergreen, the cmake build needs to be updated. It should produce packages that very closely resemble the official packages that are uploaded to the respective distributions (i.e., Debian and Fedora).
