Implement 'man' and 'html' targets in CMake build

      The autotools build currently supports the man and html targets for generating documentation. It is necessary to implement man and html targets similar to those in the autotools build. The targets will allow users building with CMake to generate documentation and will also be used when release archives are built for distribution (CDRIVER-2474).
