Add a code coverage evergreen task that successfully runs the tests in test-mongoc-scram.c

      The tests in test-mongoc-scram.c are not yet ran in any code coverage evergreen task. Let's add one. To run these tests, we need auth, ICU, v3.6 or higher, and sha256.

      Note the coverage of this test file, it should be near 100% when done:
