Build libmongocrypt library

      • 3.5 tickets per week and down to 12 tickets in project.
      • So 2 weeks is just too optimistic, especially if any more tickets get filed.

      2019-05-27: updated target date of 2019-06-24 (20 weeks)

      • Aiming to fully unblock other drivers by end of next week.
        • With part of the caching work and API change in review.
      • Interns arrive next week.
      • We now have 19 tickets left.

      Tickets should be wrapped up by 07-26 but adding the two week increment.

      Scope of this epic kept growing, we have decided to take a few tickets out as they are follow up tasks and proceeding to close this epic.

      For all necessary work the C/C++ driver team is doing for building the libmongocrypt library that the rest driver can wrap.
