After CDRIVER-3148, initializing encryption takes the command to be encrypted. When no encryption is necessary, it's currently required that the driver keep the original command around to send. As a convenience, instead of transitioning to NOTHING_TO_DO, it might be better to transition to DONE and expose the original command, or transition to READY and expose the original command in the call to finalize.
