ASAN test tasks cannot start MongoDB 3.0 with SSL

      MongoDB 3.0 does not have a download URL for Ubuntu 16.04. See download-mongodb.sh.

      That script reverts to downloading a generic Linux build, which does not have SSL support, causing the test-asan-3.0-* tests to fail on the waterfall.

      Note, ASAN tests were moved from Ubuntu 14.04 to Ubuntu 16.04 as part of CDRIVER-3196, and have been failing since. (See the last time it passed).
