Make zstd a dependency in Debian packages

      Not all Debian derived distros have a new enough version of zstd.

      For example, Ubuntu 16.04 has 0.5.1, but libmongoc requires 0.8.0.

      Let's list zstd as a dependency, and let libmongoc build against it if it is new enough.
