Test in evergreen with lowest required cmake

      We do not have evergreen tests that use cmake 3.1. The oldest I see is 3.5.1 in the variants:

      • Power8 (ppc64le) (Ubuntu 16.04)
      • ARM (aarch64) (Ubuntu 16.04)

      Since we do not currently have a toolchain (CDRIVER-2792), so those versions of cmake may change as the host images are updated.

      We've had issues before where we were relying on newer features of cmake without realizing (e.g. CDRIVER-3534).
