Single threaded monitoring does not update cluster time using ismaster replies

      Responses to an ismaster may include $clusterTime. The single threaded monitoring in mongoc-topology-scanner.c does not update the highest observed cluster time with the $clusterTime of the ismaster reply. It should call _mongoc_topology_update_cluster_time with the received reply.
