Update mongo-c-driver Debian package to build with libmongocrypt

      Now that libmongocrypt has been accepted into Debian (#968995), the mongo-c-driver package needs updating to build with libmongocrypt. Note: since libmongocrypt depends on libbson-dev to build, the mongo-c-driver package update should make use of build profiles so that mongo-c-driver is also able to continue building when libmonogcrypt is not available.
