32-bit libzstd linking failure on Ubuntu 18.04

      We had to disable linking to 32-bit libzstd in our upgrade to Ubuntu 18.04 in Evergreen. Until 32-bit libzstd in installed on Ubuntu 18.04 images, we'll have to continue doing this.
