Execute valid-fail tests from unified test format spec

      It doesn't appear that libmongoc runs the valid-fail tests from the Unified Test Format spec. I'm not sure if that was an intentional omission in CDRIVER-3422 or not. These tests should be run and expect failures, which will further test the runner's implementation of the spec.
