Configure Evergreen to support sharded and SRV polling configurations

      The current Evergreen scripts do not create sharded clusters as required by the sharded Initial DNS Seedlist Discovery Tests Spec ("a sharded cluster with the mongos servers running on localhost ports 27017 and 27018") Spec or SRV Polling Tests Spec ("a sharded cluster with mongos servers on ports 27017, 27018, 27019, and 27020"). Supporting these new configurations will require non-trivial refactoring of the Evergreen config generation scripts.
