Summary

Create a task in the C driver Evergreen project to build the PHP driver with the source of the tested C driver.

Background & Motivation

This is intended prevent accidental breakage of the PHP driver before a merge of C driver changes.

Example: this PR changed bson-version.h.in resulting in required updates to the PHP driver.
