Allow to turn off performance counters SHM at compile time

      Currently we disable SHM counters if an environment variable MONGOC_DISABLE_SHM is set. However, it is not a very convenient way for many users. It would much more useful to have a switch in ./configure to turn those SHM counters off completely.
