      Windows ARM64 is not officially supported or tested in CI. https://github.com/mongodb/mongo-c-driver/pull/1797 was submitted to fix build. Since the change was low-risk, it was modified and accepted in https://github.com/mongodb/mongo-c-driver/pull/1810.
