Summary

Add index management to the Async C Driver, limited to the Standard API.

Motivation

Required for index-management specification compliance in the Async C Driver. Wraps the equivalent functionality in the Rust driver.

Acceptance Criteria

• The Standard API index management operations are exposed in the Async C Driver API.
• Behaviour matches the index-management specification.
• Tests cover the added operations.

Out of Scope

The Index View API. The wrapped Rust driver does not implement Index View.
