priority=0 (passives) servers ignored

      The 1.1.x series ignores "passives" hosts from isMaster.

      This means any server with priority=0 will be willfully ignored and pretended to not exist.

      This can in certain cases cause the driver to report no available servers for secondary reads and/or failing to discover replicaset changes (such as primary changes).
