Test durations misformatted on Windows

      For example this line in the test suite output:

          { "status": "PASS", "name": "/Topology/cooldown/standalone", "seed": "1438739520", "elapsed": 0.000007987 },

      I think "elapsed" should actually be 7.987.

      Durations aren't used for anything in continuous integration now, so this bug is not a priority.
