libbson's .mci.yml is no longer maintained. We test libbson in Evergreen as part of the "make check" process in the Mongo C Driver project there.

Delete libbson's .mci.yml, since it's not maintained.

Verify that libbson is thoroughly tested in the Mongo C Driver project in Evergreen. In particular, check that libbson's tests are run on Windows.
