Delete references to cancelled project to include Python bindings for libbson and libmongoc.

We have checks for an ENABLE_PYTHON flag in libbson's and libmongoc's configure script, which won't do anything, and a test_cbson.py script that cannot pass. We vendor an Autoconf script by Michael Tindal which checks the build environment for Python development headers; this is not useful.
