Q: If the initial workspace is the welcome page, then when the user chooses to restore their previous session, should we replace the welcome page with their previous tabs? Currently, we open them in addition to the welcome page.
Related: If the previous session contained a welcome page as one of the tabs that was saved, should we actually restore it? This could result in two welcome pages (if we also decide not to replace the current welcome page).

A: Because the welcome page shows an animation when we're connecting to a user's cluster(s), let's always open it as the first tab and keep it once they've restored their other tabs (don't replace it). To avoid having 2+ welcome tabs at once, let's never store the welcome tab in the set of stored tabs.
