This is so that we can iterate on the initial readonly tool calls plus its associated UI over multiple PRs and control the release.

This has to be in Compass and also in MMS.

Keep in mind when naming this that we're also adding a setting for enabling readonly database tool calling in a separate ticket, so make sure the names are clear and don't clash.
