In DE this will be disabled if the setting is off at project level. If it is on then this will toggle a per user "setting". We'll just add an assistant "store" which just has one value which will be either in memory only or in localStorage.

In Compass this will just toggle the setting directly.

When it is off the database tools will be filtered out.
