We should add the Compass context tools to the set of toggle-able tools and separate the tool into "get-current-query" and "get-current aggregation" for extra clarity. This change requires: 

1. Separate the current "get-compass-context" tool into 2 tools: "get-current-query" and "get-current aggregation"
2. List the new tools alongside the other read-only tools in the popover on the Tools button in the assistant UI
3. Use the same setting / feature flag to gate when the compass context tools can be accessed 
4. Update tests accordingly
