The "Restore Workspaces" feature was partially implemented behind the enableRestoreWorkspaces feature flag (stage: development) and never released. The feature was intended to persist open workspace tabs to disk/Atlas backend and restore them on application startup — prompting the user with a "Reopen closed tabs?" confirmation dialog.

Let's complete this feature and make it available in desktop and web. Before we do, add user controlled setting that allows users to enable/ disable this forever that replaces the annoying pop up modal

Once done, enable the feature flag in Compass and Data explorer

Ensure the issue reported in CLOUDP-365734 is not a problem when this feature is enabled in data explorer. It appears that the dirty tab logic is set when no interactions have been made yet only when the restore workspaces feature is enabled. Probably relates to ensuring the workspace is saved before closing the page.
