Problem Statement/Rationale

AI-Assistant Panel has option for user to provide feedback. It can be treated as barrier for feedback. As a Compass User, If I'm using AI Assistant, and willing to click on thumbs-up / thumbs-down, i should be able to do it without needing to write anything on the feedback text-box.

Please be sure to attach relevant logs with any sensitive data redacted.

Steps to Reproduce

Use AI Assistant, ask any general question, and try to provide feedback.

Expected Results

I need to write first to submit feedback.

Actual Results

Clicking on Icon should be sufficient to collect telemetry, and Provide Feedback should be Optional.
