      Original Downstream Change Summary

      Added a new field to serverStatus which is incremented when any resharding based operation refuses to run due to the presence of a search index.

      Description of Linked Ticket

      After SERVER-120851, resharding will now abort if it detects a search index. We should track how often this happens and report it in serverStatus.
