      App connections won't offer an option to disable 1st party apps in Atlas. As a mitigation, we want to make this configurable in Atlas, so that this can be disabled at least for managed installations of compass.

      The new setting will be `enableAtlasSignIn`, and it should be only available in the global config file

      Note: for now, the setting shall be gated behind the `enableAtlasConnectionDebugger` feature flag, but it will outlive it. Since this is a global file only setting, than the gating is only needed for help - see`omitFromHelp`
