Query latency histograms in serverStatus are now of type HistogramServerStatusMetric with 32 buckets and fixed fields.
This replaces previous OTel implementation with 51 buckets and non-empty bucket serialization, which had negative effect on FTDC compression and query latency.

This is an alternative approach to SERVER-135255 ( which improves the OTel serialization) to address BF-46190.
