Export and import folders and folder assignments

      Write folders and each connection's `folderId` on export, and recreate folders and assignments on import. Folder ids are regenerated locally, an existing folder with the same name is reused, and a connection whose folderId is not in the file becomes uncategorized. Exports from older versions still import.
