Regression: Compass should not install icon on Windows desktop

      On every installation or upgrade, Compass creates an icon for itself on the Windows desktop.

      The desktop is not designed to be the primary way of launching apps, and cluttering it with uninvited icons is annoying to users.

      This was fixed in COMPASS-3333 but it is present again in v1.20.
