Local: Do we want to make the related local development flow updates here too?

• Running tests for updated and depending packages on local.
• Running lint is for updated and depending packages on local.
• Running depcheck for updated and depending packages on local.

Misc:

• Removing the rebuilding (keytar & kerberos)
