We noticed that a lot of compass plugins are being re-instantiated without cleaning up their listeners when deactivated. This leads to multiple listeners leaking and possible issues, as the one spotted in COMPASS-4741

For the linked issue we introduced an intermediate fix, but the root cause should be addressed: plugins should not leak event listeners when deactivated.
