Seems like when there is not explicit LICENSE file in the package, lerna temporarily takes the one from root and publishes a package with root license. To avoid that, we should explicitly provide a license file in every package

(We also would need to do a patch after adding those files as we accidentally published some of those packages with SSPL added to them)
