We will disable it for now, but should revisit and fix the issue.

Some additional context:

• Seems like it was only tests that using runner mocha hooks to start/stop
• It was flaky before, but seems like between e5830b8f8d688f6cbc6c7f83053fcf04fac93dcd and e876fffa210a4f141e791c238bc431b10e4a34b1 it started to consistently fail
