Audit, ticket and remove all TODO comments

      There are a LOT of TODO comments in compass. I don't think we're going to do them. Also we have Jira to track issues. Maybe we should go through them, file issues for ones that really are serious (and that we still know what's meant) and just clean it all up?

      Then maybe consider adding a global lint rule to not allow TODO comments again - we have an issue tracker for that.
