Add new typescript packages `connections` and `connect-form` package. This should usually not be used by the code unless an environment variable is used (USE_NEW_CONNECT) for instance.

Connections should render the connect form and the connect form should allow connecting.

This will be a place for us to be able to test and develop the new connection form, with a clean slate while maintaining the existing form.
