Remove loading ui overlay when fetching instance information

      Now that we've made instance detail fetching not require all it's results before passing results to components, and we've made components more ready for this loading state without an overlay we can safely remove the global loading overlay that happens when the instance is being refreshed. This is the overlay with `Loading navigation` and `Loading databases`.
