Opening import/export modal from application menu when multiple collection tabs are open causes multiple modals to appear

Steps to Reproduce

• Open multiple collection tabs in the app
• Click Menu > Collection > Import / Export menu option

Expected Results

Import / Export modal opens for the active tab

Actual Results

Import / Export modal opens for every open tab

We probably would need to introduce a concept of active tab and normalize tab creation for this to be fixed
