Remove `COMPASS_SHOW_NEW_TOOLBARS` feature flag, always show new toolbars

      This updates the look of a lot of the collection toolbars in Compass. A good amount of screenshots could probably use an update after this.
      Most notably the screenshots on https://docs.mongodb.com/compass/current/query/filter/ could use an update as they area directly linked from these changes. This will be in the next beta and the next release for screenshot generation.

      This ticket involves removing the `COMPASS_SHOW_NEW_TOOLBARS` feature flag added in COMPASS-5670 and then removing the old toolbar code so we're always defaulting to the new toolbar.
